BitLocker doesn't work on Server 2012 R2 (Unspecified error)

Hallo,
I installed the ""BitLocker Drive Encryption" Feature on Windows Server 2012 R2 Standard.
When I try to run the "Manage BitLocker" tool from the start menu this error message pops up:

C:\Users\Administrator\AppData\Local\Packages\windows.immersivecontrolpanel_cw5n1h2txyewy\LocalState\Indexed\Settings\en-US\Classic_{886EDAFC-1051-483F-8AE2-904087A7E580}.settingcontent-ms
Unspecified error

The BitLocker feature is also not visible in the Control Panel and when right clicking on a drive inside the Explorer.
I already removed and installed the feature again.
All updates are installed.
The Server has also the IIS and File Server role installed.
Event Viewer is not reporting any warning or error.

What do to?

Hi,

Please try another reboot after installation - it requires 2 reboot to finish the installation.

Thanks, now it is working.
*maybe* the Server Manager should notify us to restart again or at least the documentation should say this...

Is there another solution to this problem?

I have the same error for about 1 year now and rebooted the machine about 20 times during that time.
I can manage BDE from Powershell without problems - its just the UI that is totally not working:

- Manage Bitlocker fails with the error message provided. (See Screenshot)
- No Context-Menu Elements are available.
- No "Lock" badge is shown on the drives, even if "manage-bde -status {driveletter}:" says "100% Encrypted":
