So you modified the original question itself :)

Ok..Seems to be you have some problem in your PortBindingsMaster.xml file. Can you set the <UsingMasterBindings> to false and try it again.

and did you rename master file back to PortBindingsMaster.xml without any replacement characters in it ?

two places I can see this error could happen:

• If you have any invalid character/wrong names in the master bindings file or in excel file.
• or if you use not compactable version of BTDF with BizTalk.

Seems like you're using correct version of BTDF for BizTalk 2013. If the above suggestion doesn't help, then I ask you to post this question in  http://biztalkdeployment.codeplex.com/discussions to get reply from the author as this is to do with beta-version of

I am getting similar error when using TFS 2010, could you please suggest the steps to resolve this error.
