BG info not working in windows 8.1

Hi All,

I have configured bginfo for windows7 and 8.1 machines, today in my 8.1 machines wallpaper is not applying but in windows 7 everything working fine.. can any one suggest why it is not working in windows 8.1 ? the bginfo version is 4.20..
