Azure support incidents.....

it appears that Azure support, regardless of level, is based on a monthly subscription. is there a Azure support option where we simply pay "x" dollars for a single incident and that's all?

P.S. Our on-premises Microsoft software has been relatively issue free. We have had to contact Microsoft tech support once or twice a year so the idea of a "subscription" seems like overkill.
