Apache on Windows, new files created by web applications on the server, are no inheriting NTFS permissions.

The Apache's Service is running with an Account that has full control (NTFS) over the folder in which the webapp is creating files.

Note: I have enabled: "Include inheritable permissions from this objects parent." on the folder.
