If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
The Windows SharePoint Services adapter has completed gathering the list and document library information from the SharePoint site https://server:443/sites/XXX.
the message resource is present but the message is not found in the string/message

In my view this is an issue related to some services being stopped. You can try these things :
1. Restart DTC service on your machine.
2. Restart ENTSSO service
3. If nothing works try restarting your machine :)

These posts helped out, and I wanted to add something. My group just upgraded SPS to 2013, and we are running BTS 2013. I found the same error that Ritu Raj reported when enabling one of the SPS receive locations. In my case, the problem was not the DTC service on the BTS machine. The SPS server did not have its DTC instance running. Starting the service resolved the problem.
