I have a third Party service called "PTOS JBoss Application Server 7.2.0" that I would like certain users to have the ability to stop and start when they login to the server using a security group. I have managed to created the GP including the third party service and have applied the respective group so users have ability to stop and start. When user logs on and attempt to stop service account as it starts automatically when servers is powered on I receive the following error.

Window could not stop the PTOS JBoss Application Server 7.2.0 serice on Local Computer.

Error 1061: The service cannot accept control message at this time.

There is a temporary mismatch between the requested control and the state of the service to be controlled. Either your service is busy processing some big operation or is in transition to change the state.

Could you please wait a few minutes, then retry your operation.
