Hi,
 
If TCP/IP NetBIOS Helper service is not started, you might see this error. I would suggest you check if the service is started or not first:
 
 1. Click "Start", type "services.msc" in the Start Search box, and then press "ENTER".
 2. Locate and then double-click the "TCP/IP NetBIOS Helper service".
 3. In the "Startup type" list, click "Automatic", and then click "Apply".
 4. Under "Service status", click "Start" to start the TCP/IP NetBIOS Helper service, and then click "OK".
