How do I access this website?

When I try to access it they give me this error Error Message: 403.6 - Forbidden: IP address rejected how can I get around this?

It means your Ip is not allowed by the server.

There are some basic "restriction" settings that you can modify in the IIS manager. Depending if your webserver is running IIS 6.0 or 7.0. For instance, if this is a Windows 2008 server running IIS 7, you can open the admin tool click on the
website, then in the right pane in the section of IIS, you'll find the applet "IPv4 Address and Domain Restirctions". Using this applet, you can define a "white" or black" list for approving or denying IPs.

Sounds like the owner of that site "pinnacle" is the side that is configured to reject the ip's you may want to contact them and let them know they have an issue.
