I'm encountering an issue where every time I'm attempting to edit any pre-existing policy I get the message "A device attached to the system is not functioning." Has anyone experienced this before or know what it means?

Does this happen on every DC or is it just one particular DC?

Also I suggest you to reboot the server to have a check.

Please check the event log if there is any disk related or GPO related error.
