AD RMS (Rights Management Service)
Is there a cost to implementing AD RMS on Windows 2008 R2? Any licensing?

No, ADRMS role service is shipped with Windows Server OS and there is no additional licensing needed to deploy ADRMS. However, please make sure that you have the proper OS Listening to handle ADRMS clients.

I'm confused, the site you linked to says I need RMS Client CAL's
RMS Licensing Basics
To use RMS, organizations need the following licenses:
Windows Server 2008 R2 Server License
Windows Server 2008 Client Access Licenses (Windows Server CALs)
Windows Rights Management Services 2008 Client Access Licenses (RMS CALs)
