2008 and 2003DCs time out of sync
I have 2003 and 2008 dcs on the domain running in windows 2003 functional level
but the times of the 2003 and 2008 dcs are out of sync.
the PDC emulator is currently set to the 2008DC.
any ideas?

First and foremost, Configure your PDC Emulator to point to an external time source.
Identify the PDC emulator
http://technet.microsoft.com/en-us/library/cc782961(WS.10).aspx
For all other Domain Controllers, set the W32Time service to use its settings as follows:
Stop the w32time service Run w32tm /unregister and w32tm /register at the command prompt Start the w32time service

Hello,
By default, all domain servers / DCs sync time with the PDC Emulator of their domain if they are using NT5DS for time sync: http://support.microsoft.com/kb/223184
Please check that port 123 is not blocked.
I would recommend making the PDC emulator sync time with a public NTP Server: http://www.ehow.com/how_5981545_configure-windows-ntp-client.html
