2008 R2 Standard, Cannot install Software
I know there are Local Security policies, but have not figured out which ones, that prevents a logged on administrator from Installing or removing software. IE;;;; Runas administrator (which when you look at it is criptik at best, trying to figure out how
to turn this stuff off for developers.

In order to narrow down the issue, please answer the questions below.
1.
What’s the error you got when you installed the software? Please post the exact error message here.
2.
Do you have User Account Control turned on?
Please try to turn off the User Account Control in Windows Server 2008 R2 following the steps below.
Click
Start, and then click Control Panel.
In
Control Panel, click User Accounts.
In the
User Accounts window, click Change User Account Control settings.
In the
User Account Control Settings window, move the slidebar to the bottom and click
OK.
