I'm coming up on empty. Have you tried phone activation?
You may also want to ask in the activations forum.

Hi,
I was looking at this error and it seems like one of the only ways that
this script will generate an access denied error is if the user is not a
member of the local administrators group or if UAC prevents the script
from running in a non-elevated mode. I would recommend disabling UAC,
http://windows.microsoft.com/en-US/windows-vista/Turn-User-Account-Control-on-or-off
and then logging in to the system interactively with the built-in
administrator account, and ensuring the command prompt is running as
administrator and trying to run slmgr.vbs without any arguments.

When I tried to phone activation I receive a error too.
UAC is turn off. I logon as build in administrator account. Slmgr without arguments work correctly - show help message. Slmgr with ipk argument give the same error.

Hi,
Please click Start, click Accessories, click Run, type secpol.msc in the Open box, and then click OK. From the Local Security Settings console tree, click Local Policies,
and then Security Options. Make sure settings related to UAC are set as the picture below:
After that, run the slmgr.vbs command from an elevated command prompt: right-click cmd.exe, and then select Run as Administrator. If the issue persists, please open
Control Panel -> User Accounts -> Change User Account Control settings, choose “Never notify me when:” and click OK.
What’s the result?
