Why does the local move request of a mailbox from exchange 2003 databse  to a exchange 2010 database only works after you restart your server cas 2010?how I can solve this problem?

Perhaps you are experiencing a performance problem that's causing the move requests to be reinquished.  Is there anything in the event log?

You can get more details about the move request using a command like this one.

Get-MoveRequest -Identity "Mailbox Name" | Get-MoveRequestStatistics -IncludeReport | FL Report

The move is performed by Microsoft Exchange Mailbox Replication Service, a service that runs on all Client Access servers in Exchange 2010 organization. So next time when you create a new move request, try restarting the Microsoft Exchange Mailbox Replication Service instead of restarting the CAS server.

If every local move request needs to restart your CAS server 2010? Please run the following command to test Mailbox Replication Service Health.

Get-ClientAccessServer | Test-MRSHealth

but I do not see anything strange after running your cmd powershell.

the moving remains at 0% and certainly if I restart the server cas solve the problem

... but this is weird

the check: RPCPingCheck is OK

the check: QueueScanCheck is OK
