what is best practice for maximum size for user's mailbox limit?

in Exchange 2013, the mailbox database filesize is 2TB. the users have quota limits for their mailboxes. in my servers, i have 10GB quota for my users but some users are reaching and will go over that limit.

is there a recommended quota limit such that beyond that limit, it would affect server performance?

Exchange 2013 supports more than 4TB of mailbox database size.  if you have enough server capacity in terms of cpu, ram and storage then it should not cause any issues.

It really depends on your server hardware. Is it SAN with enterprise SSD RAID 10 or single SATA 4TB disk on server. You have to manually adopt limits depending on current server performance, hardware and actually business requirements.

the databases are stored on SAN, not using SSD yet.

so in reality, there is no technical limit. just a practical one depending on performance.

Note: Mailbox size limit 200GB for primary and 200GB for archive. Technically limits exist.
