You can use Exchange transport rules for this. Log into the Exchange Control Panel > mail flow > rules > add.
Set up your rule as below to notify users in Outlook before sending.
As for warning mobile devices perhaps you'll need to look at a different mail client as they won't support mail tips. You could set up the rule to block the messages with a custom NDR but other than that I don't know of a way to do this for mobile devices using native Exchange tools. Perhaps one of the mobile device management technologies will assist e.g. Airwatch or MobileIron.

You can make use of the mail tips to intimate the exchange users whey they try to send an email to the external recipients .But known to my knowledge it supports outlook 2010 ,later outlook versions and owa .
