Our users are unable to modify distribution groups from the Outlook 2013 client, but they can from OWA.  We've got the proper RBAC roles configured.  I've checked all six possible causes from this link and verified none of them are the reason - https://support.microsoft.com/en-us/kb/2586832.  Exchange 2013 on premise environment.

Any thoughts on what I might be missing?

Is there error when we modify distribution group in outlook 2013?

What is version of Exchange and outlook?

1.        Login on other client with outlook to check if the issue persist
2.        Rebuild the profile to check if the issue persist
3.        Grant new account with modify permission to check if the issue persist
4.        Update the outlook to the lasted version to check if the issue persist
