Attachment inspection facility is available only with Exchange server EDGE role. Once you install and configure the EDGE role, you can see the attachment inspection rules there

I double-checked the hub transport rule, it doesnt have the ability to deal with attachments.

I suggest to use Attachment filtering on Edge Transport servers.

Per my requirement I need some solution on hub if not possibly some exchange script to do the task as we are not using edge indeed some third party gateways (so don't really wanna go in gateways) . Please suggest.
