i'm try to telnet to my exchange server (local) and i got this error.
all the service are up and i see my server is listing to port 25.telnet x.x.x.x 25 gave me:
service is not available 4.3.2 421
what to do ?

I haven't seen this issue before myself, but take a look at the thread below and see if that helps.
