public folders calendar sharing error

So, i have a fun little issue that won't go away. (well i have a few, but one thing at a time)

I just started a new job as IT for my town municipality. the system is a bit old but we are trying to bring it up to date, they still have x400 addresses in exchange with nothing using them. but today i bring you this error which appears on several computers. one of the public folder calendars is attempting to be published and gives the following error.

Task 'Publish Calendars' reported error (0x98B72EE7) : 'There was a problem uploading the file to the server.'

i am unable to find where it is being published from i can't find anything on it in exchange or anyone's outlook profile. apparently the error has been happening for a while and none of the previous IT staff have managed to solve it. i can't even find that error number in a google search. if anyone has the slightest idea, i would More then appreciate it. thanks!

According to your description, I understand cannot publish public folders calendar with error Task 'Publish Calendars' reported error (0x98B72EE7) : 'There was a problem uploading the file to the server.'
If I misunderstand your concern, please do not hesitate to let me know.

Which version are you used? Exchange 2003 is out of support, please update to latest version. More details about Microsoft product lifecycle, for your reference:

For your question, please run following command to get the permission of this calendar by EMS:
Get-MailboxFolderPermission Identity Alias:\Calendar | FL

Then, follow below link to double check the configuration of calendar publish:
