If we open OWA we can see the attachments just fine. If we forward the message from Outlook to other Outlook users showing this file. I have tried setting the Outlook settings that say "download pictures from internet" and everything else I can think of, but still no fix.

Have you received an error when trying to open image? 4. What format is the attachment in? 5. Have you opened the image while Outlook is in safe mode?
