What do you mean they can't download it, are you getting any error?
Do you have any policy set for these files?

Are users are accessing the OWA from Corporate Network or from Internet?

Server Configuration...> Client Access...>Right Click on Outlook Web App and click on Properties...>Public Computer File Access...>Enable Direct File Access...Customize...> There are 2 options... Either you click on Allow and remove .pdf from the list or Add it the extension in block List.

Uncheck "Enable Direct File Access" if you don;t want any of the files to be downloaded from OWA.

Do it for both Public and Private.

Hi,

I have a test in my environment using Exchange 2010 server. If you uncheck the "enable Direct File Access" checkbox, users won't open or download any pdf file or doc file via OWA. Your understanding will be appreciated.

Hope my clarification can be helpful to you.

Best regards,
