outlook 2007 sending not working after upgrade to Windiws 10

I seem to have the same problem that a lot of customers have when upgrading from windows 8.1 to 10.....namely, that Outlook 2007 works fine and tests fine - except doesn't send messages!!

I have seen many replies to the effect of running "scf /scannow" in Windows prompt etc to fix the outlook sending problem   - but when I try it I'm confronted with a message in the dos prompt box that says I need to run this programme as administrator??

There is no separate "Command prompt (Admin)" as was suggested - so how do I do this - any advice, or if I have to become "Administrator" - how do I do that?????
