According to your description, first we will have to confirm Is your kids user accounts setup as a Standard account or Administrator?
Following these two methods:
Method 1:
1. Press the Windows + R key on the keyboard.
2. In the Run windows type appwiz.cpl -> Click
Ok.
3. Select Microsoft Office 2013 from the Programs & Features
list.
3. Select Office 2013 -> Click on Change
4. Click on the symbol next to Office-> Select Run All from My Computer and configure the setup.
Restart the computer and check if you can access Office applications from other user accounts.
Method 2: You may also open the Office applications from the default folder
and check. Follow the steps:
1. Go to Computer ->C Drive ->Program Files.
For Win 8, 64bit OS: Go to Program Files (x86)
2. Go Microsoft Office ->Office 15
Open the following applications and check:
Word : winword.exe
Excel : excel.exe
PowerPoint: Powerpnt.exe
OneNote: OneNote.exe
Outlook: outlook.exe
If you are able to open, then create shortcuts by right clicking on aplpication -> Create shortcut (Desktop).

I did set the new added user as administrator
according method 1: Select Office 2013 -> Click on Change
I only get 2 option
Quick repair & online repair!!!! but non of them helps
office version used: office pro 2013
I have it installed on 2 PC's with dual boot win7 / win 8 (upgrade) but on both, same thing

As you say, online repair do not help, we mau try another method to fix the problem.
We can also login to other user account where you are unable to view the Office 2010 or 2013 program, Press Windows and R key on the keyboard simultaneously to open the Run window.
In the Run window, type Winword and click Ok and check if Word opens.
If yes, then Office is installed on all the user account, browse to the location mentioned below and create Shortcut of Office application on the system.
If you are unable to open Office application from the Run window then uninstall 2013 preview completely from the system and re-install it by running it as administrator and check:
Refer the link mentioned below and check the section Remove Microsoft Office 2013 or Office 365 Click-to-Run editions automatically from your PC to uninstall Office 2013 preview.
