I'm getting this error when trying to run CU 8 on our Exchange 2013 server.
How to make it not happen??
Is there any way to find out how/where this process is running so it can be closed??

Did you just install some .net updates?
Usually, just wait a bit and you can run setup. I assume no one else is logged onto the server as well.
Ohhhhhhhhh...I had done MS updates, then rebooted...I could try again sometime next week and see what happens.
Only the administrator (me) was logged into the server and no one else was logged in at all to any other servers.

MUST wait to next week, I do updates in the evening on the mail server and it probably takes 33.5 hours to run :) :)

Mscorsvw.exe is a component of Windows, and is otherwise known as the .NET Framework Optimization Service. It optimizes your machine to launch apps faster. Once it's done, it will go away.
Resolution:
By using sevices.msc, verify that no service is in Starting pending state.

Update all done, it only broke http to https redirect, which worked fine/properly before the update.
