migrating legacy public folders

I have .pst files of pf's from exchange 2003

Is it possible to directly import this into exchange 2013 server?

Yes, you could create new Public folder mailboxes in 2013 and import the psts, but why?

I would just create shared mailboxes and not deal with public folders if I had a choice.

Unfortunately not, "Data can't be imported to a public folder or public folder database." Please read the following link.

i dont know any way to do this? can you do it through eac?

You could use Outlook. Open the pst, copy and paste to wherever...
