I have a user that claims his OOF was disabled when his account was migrated to ex2013.

is there a field under MFCCAPi that can tell me who received the OOF and/or what were the dates set on the message?

I see the body of the OOF under Other Names: PR_PREVIEW_W.

I do not found there is a field in MFCMAPI can achieve your requirement, however, you can try to use message tracking to find out what you want.
