seting HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\UpdateExeVolatile\Flags to 0 solved that error for us. now we fighting another one- You must be a member of Exchange Organisation Administrators group. which off cause we are - using the same account that Exchange 2007 was installed from

This is the resolution we needed (thank you for the correct link michael11d11 !), once I looked at the Reg Key in question I knew exactly what had happened. I had mistakenly grabbed an incorrect version of the Exch07 Mgmt Tools install which of course failed (creating the orphan reg key), so I loaded the correct version and it failed with "...error: A reboot from a previous install..." (because of the orphan reg key) - Once I completed the registry edits detailed the MS Library entry the E07MT install finished without a single hiccup. Yeah Microsoft for keeping good records, boo for making it so hard to get to sometimes. "Knowing is half the battle," and with persistance and the right knowledge you too can make MS systems submit to your every demand... with 100% success 60% of the time every time! ;-D
