By default automatic forwarding is not allowed to remote domains. You can enable or disable the allowed auto forwarding by domain or for all domains: http://technet.microsoft.com/en-us/library/aa996309(EXCHG.80).aspx Note however that this does not prevent a user from simply manually forwarding the message from their mailbox.

You can disable forwarding on single mailbox using following Powershell command in EMS: set-mailbox user@domain.com -ForwardingAddress $null Regards,Laeeq Qazi|Team Lead(Exchange + Sharepoint + BES + DynamicsCRM) www.HostingController.com

In that case, he would have to create an OUtlook rule and you would have to allow automatic forwarding at the server level. He could disable or enable the rule at will. Automatic forwarding to external domains is generally frowned upon because it can lead to mail loops.
