how to add embedded image to disclaimer
The only way to add an image to a transport rule is to use HTML tags and point the <IMG SRC> to a server that is attached to the internet so all users may see it. There are 3rd party apps that do image tagging, but am unsure if they actually emded the image or if they use the same type mechanism as Exchange.

You cannot do that with Exchange 2010 transport rules. You'll need a third-party tool, such as CodeTwo Exchange Rules 2010. No support for embedded images: Exchange 2010 does not allow you to embed images in your disclaimer or signature. This means that if you want to include a picture in your disclaimer or signature when using Exchange 2010, you must include it as an IMG tag, pointing to a URL containing the image. This is highly undesirable since many email programs, including Microsoft Outlook, block access to linked images by default. Many third party applications are capable of inserting an image stored on a local drive into the message. These images do not get blocked by Microsoft Outlook.
