We have Exchange 2007 sp2 with Outlook 2007. I need to let a user have access to another's contacts. I've allowed to person to have full manage permissions but that doesn't seem to help. How do I accomplish this?

UserB is assigned Full Access Permission on UserA's mailbox. After that, UserB can open UserA's Contact folder via Outlook 2007(File->Open->Other User's Folder) What's the error message when the user(UserB) try to open another user's(UserA) contact in your scenario?
