I'm having an issue on iOS 8.3 MobileMail client that after every mail updates, one or more emails display as "This message has not been downloaded from the server". It is a sync problem that only email header was downloaded without the full mail body. I want to resync the these issue mail again by enable and disable the email account.

Since the mail client configured as Exchange ActiveSync client follows ActiveSync protocol, I would like to know is this re-sync a full sync (reysnc all of the mail) or a partial sync (only re-sync the issue email)? I don't think it is a mobile mail client behaviour, they all follows ActiveSync protocol.

The mobile client is written by the mobile device provider (Apple in this case), so they're responsible for its implementation.  I recommend you post your question in an iOS forum.
