i encountered with annoy problem with somebody from my organization .
when i try invite the user to appointment i see that user is busy but he doesn't busy .
maybe have any specific update ?

to user has office 2013 and its happen only to him

What Version of Exchange is your company running?

Also what outlook client are you using?

OK, if you go into the users calendar permissions and make sure the default permission shows as Free/Busy Time at the minimum.

That link does not describe a solution to what you described in your initial post.

Please be more clear in future as to exactly what the problem is.
