Hi Uthangavel,
Are you running Exchange 2007?
If you want to run Export-Mailbox to export items to pst files, you need:
The 32-bit version of the Exchange management tools Microsoft Office Outlook 2003 SP2 or later versions
You don't need to install Outlook on Exchange server.

Frank is correct and if you are interested in 3rd party products check out Lucid8's DigiScope
http://www.lucid8.com/product/digiscope.asp which will allow you to do exactly what you desire, i.e. just export the attachments to disk. DigiScope can also open offline Exchange databases so that
you can Browse, Search, Export Mailboxes, Folders and Items to PST & MSG or if desired recover/import/migrate direct from an Offline Exchange Database (.EDB) into any Production Exchange server even cross version i.e. 2003 --> 2007 --> 2010 etc.Troy Werelius
