emails bouncing back as undelivered

I have a client that is trying to send out an e-mail to a specific e-mail address but it bounces back saying the e-mail could not be delivered and this is a permanent error contact your ISP (I also believed my client mentioned something about too many attempts or something along those lines) Does this mean my client might be black listed?  I don't have the exact error msg in front of me due to not having the computer myself but I am wondering if anyone has seen this before, or something similar, and what steps have been taken to resolve this issue.

Any update on this issue? Please don't hesitate to post back.

In addition, please try sending an email to the specific user from webmail to see if it sends successfully.

Please also try removing the recipient from your contact folder and deleting the autocomplete entry for the recipient, and then try testing the issue again.

Is it to only a specific e-mail address or to any E-mail address in that domain ? or the issue occurs when any of your clients(from same domain) send a E-mail

to that particular domain or The error happens only with the user you have mentioned above ?

It was only one specific email address. I actually got them in touch with tier 2 outlook support but it was one address and the error was coming back due to abuse and to contact ISP.  So we shall see how this turns out after being in contact with the outlook team.
