Hi,

How many OUs do you have?

Based on my knowledge, EAC can display less than 500 OUs by default. If you have more then 500 OUs, we should modify the web.config to increas the number of objects that EAC can return.

If it is the case, please try to follow following steps to modify the web.config:

1. Logon all Back-End servers.

2. Located following path.

C : \ Program Files \ Microsoft \ Exchange Server \ V15 \ ClientAccess \ ecp

3. Make a full backup for the web.config file.

4. Edit web.config file to add the following in the AppSettings.

<!--allows the OU picker during placing a new mailbox in its designated Organizational Unit to retrieve all OUs - default value is 500 -->
<add key="GetListDefaultResultSize" value="1000" />

Hi,

Thanks for your update.

Can you add mailbox by using EMS PowerShell?

Based on my experience, this issue occurs in Exchange 2013 CU1 and it has been fixed in CU2.

Thanks
