creating user
Currently when creating a new user i have to create in on the terminal server and exchange, i then have to add that user to the all employees mail list, create the store folder on the data drive for the users data, login as the user, setup the email account,
move the mydocs folder to point to the store folder. Is there a better way to streamline this in the user creation wizard, or a script that would run after?

In Exchange 2007/2010 Autodiscover helps users to configure the outlook profile automatically so I assume you are using Exchange 2003 here.
You can use PRF file to configure it automatically. -

You can setup outlook group policy to force the path of PST/OST files - Example:

Everything can be scripted, but without version information it is hard to advise further.
If Exchange 2007 and WIndows 2008, then Powershell can do everything that you want it to do.
For the older versions you would probably have to use a combination of technologies.
