I am logged on as local and domain admin.

Is this a Windows 2008 server? Try this, run CMD as Administrator and use notepad to open the logontest.aspx file and save.

Hi, First please check the NTFS permission on C:\Program Files\Microsoft\Exchange Server\ClientAccess\owa\auth\logonTest.aspx. Please ensure that this is the account which you use to install Exchange Server. If you have UAC enabled. then please try to use TMing's method or just disable UAC and then check the issue again.
