By "While connecting the PST files", do you mean opening existing PST files or creating brand new PST files?
Based on my research, this issue may occur if you have redirect the default location of PST file to another path. We can open the Registry Editor and navigate to the following registry path to verify it:
HKEY_CURRENT_USER\Software\Microsoft\Office\xx.0\Outlook (where xx is the version of your Outlook, 12 is Outlook 2007, 14 is Outlook 2010, 15 is Outlook 2013)
Check if there is a String Value named ForcePSTPath, if so, change the value data to C:\Users\%userame%\Documents\Outlook Files and then test the issue again. If the registry value doesn't exist, create the value to see the result.

When in go to account setting -->data files-->Add. i am getting the error (An Unknown error occurred, Error code: 0x80070002).

The issue has been resolved.
Deleted the User profile from c:\users\XXXXX and We can open the Registry Editor and navigate to the following registry path to verify it:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\ProfileList delete the XXXX users from the registry and restart the machine. User can able to add the data files now.
Please let me know the result.
