No, you can't disable the Junk E-mail Filter for Outlook.com accounts. When you turn it off in Outlook, it will eventually be enabled again because the Outlook Hotmail Connector syncs the Junk E-mail Settings with Outlook.com.

You can only add individual addresses or entire domains to the Safe Senders list.

Why do you want to disable it entirely?

Yes, you can try to use "Senders address contains @" rule to filter the emails, see this thread:

Or, you can try to use POP3 or IMAP to connect to your Outlook.com account instead of Hotmail connector, see:
