i use outlook.com with outlook 2020 and cant disable spam filter. it always swithces back to "Low: ..."

why? this is really crappy...

No, you can't disable the Junk E-mail Filter for Outlook.com accounts. When you turn it off in Outlook, it will eventually be enabled again because the Outlook Hotmail Connector syncs the Junk E-mail Settings with Outlook.com.

You can only add individual addresses or entire domains to the Safe Senders list.

Yes, you can try to use "Senders address contains @" rule to filter the emails, see this thread:

Or, you can try to use POP3 or IMAP to connect to your Outlook.com account instead of Hotmail connector, see:

because the ports are blocked, i can't use pop or imap...:-(

does not work with *.*@*.* white list entry, it's a big crap, nothing else...!!!
