calendar permissions issue - unable to grant editor permissions on a particular user

For some reason, we are unable to give editor or publishingeditor permissions to a particular users calendar. Here is the testing and the scenario:

By the way, we get the same or similar results in Outlook 2010 but Im describing testing here that weve done with OWA in order to take Outlook client software issues out of the equation.

PublishingEditor permissions have been added to UserXs calendar as follows

add-mailboxfolderpermission userx:\calendar user user1 accessrights publishingeditor

add-mailboxfolderpermission userx:\calendar user user2 accessrights publishing editor

We have granted permissions to multiple users, but none of those users are able to open items, or delete items, or even get anything from right-clicking UserXs appointments in OWA. Users are able to see details of existing appointments beyond just simple availability, but users are not able to edit existing appointments or create new ones.  

When you click New Event in OWA, you can select from the calendar drop down, the shared calendars you have permissions to edit. UserXs calendar will not appear in that drop down even though you have publishingeditor permissions. Other users do appear in the list, when appropriate permissions are present, but this one user just will not appear in the list, no matter the permissions.

Using the same method to grant permissions, we are able to create a new user and give permissions to that new users calendar and it behaves as expected for the other users. Using the same method, we are able to give permissions on other existing users calendars and everything behaves as expected.

As best I can narrow this down, it is an issue with this one particular users calendar, which will not share out properly. How do we fix that? Its an existing user with lots of data, we would prefer not to delete the mailbox and create a new mailbox for this user that would be an ordeal for the users. Hi Bill

I understand your meaning, I just to be sure if the permission is missing or if the permission not be assigned to the mailbox folder after you granted it and if the mailbox can't be granted any permission.

You can try to re-create calendar folder first, if it doesn't make sense, I think the only way is create a new mailbox and import all the data to the new mailbox.

The steps for re-creating calendar folder for your reference.

1. Switch Outlook to Online mode.

 

2. Start MFCMAPI and create a backup of the Calendar items

 

a. Open the Calendar folder by double clicking it.

b. Select all items (simple ctrl+a).

c. Copy all items into an empty folder.

d. Additionally you can create a backup using a PST file if you wish.

 

3. Delete the Calendar folder using MFCMAPI.

4. Close Outlook.

5.Recreate Windows Profile and Outlook Profile.

6. Start Outlook with /resetfolders switch, this will recreate the default Calendar folder.

7. Try to set permissions on the Calendar folder to see how it works with a fresh and empty folder.

8. Copy/Move the items back into the Calendar.

We created a new mailbox, exported content from the old one and imported it into the new one. Calendar sharing works as expected with the new mailbox.

One difference is visible when comparing permissions between old and new mailboxes in exchange command shell. The results of get-mailboxfolderpermission userx:\calendar on the new mailbox includes anonymous with access rights of none. Anonymous does not show up when listing permissions via command shell on the old mailbox. Maybe none isn't really none after all and the user removed anonymous when they were messing around with permissions in Outlook. Just a theory.
