block emails
I have Exchange 2003 SP2. It is possible that certain users with email account not be able to send emails to other users, such as, for example, directors?

That could become a big Admin problem in time, but you can set the accept messages from to "only from...", or "everyone except...". You can also use Groups for these options.

This isn't really going to achieve much, as you will want these users to still receive email from the Internet. Therefore it would be trivial for a member of staff to simply send an email to those restricted people from a Hotmail account, and you could do nothing to stop them. To expand on the posting above, create a group of people who cannot send to these users. Then on the Delivery Restrictions tab of Exchange General, set the option to Accept Messages, "From Everyone except": and add the group. I think that works, and you don't have to list everyone. I don't mean to be a wiseass, but the simplest way of solving this problem would be to update to Exchange Server 2010 and use Transport Rules. Anything else will give you headaches in the longrun.
