I need to find a way to allow or white list only approved applications over a network.

Microsoft confirmed this is possible but could not provide any further software or explanation on how this is done.

I'm afraid that there might be no way to block/allow specific office web apps over a server. Look at the Architecture

The app is based on the Web, if the Office app is published by office.com, there is nothing to do in our client side.
