using word 2013 unable to open file from the internet explorer

Is this the complete error message that you've received?

"Sorry, something went wrong and Word was unable to start. (19) "

What exactly do you mean by "open file from the internet explorer"? Does Word 2013 work well with local documents?

This is probably due to the Protected View settings of Word 2013 and the Internet is considered an unsafe location. To troubleshoot the issue, please first try to untick the option of "Enable Protected View for files originating from the Internet" in Trust Center, then verify result:

Go to FILE>Options>Trust Center>Trust Center Settings>Protected View>Un-select the "Enable Protected View for files originating from the Internet"

(Please note, by doing this, files that downloaded from 'unknown' sources could cause harm on your computer if you open it.)
