There is another language setting that is for the specific word (or even character).
It is like font formatting. It does not apply to a computer, a program, or even a document.
In your document, try Ctrl+A to select all text. Then under the Review Tab > Language, set the proofing language to English.
All it takes for something like this to happen is to paste a single word with a different language setting into your document and start typing. You should probably also make sure that the option setting for automatic detection of languages is unchecked. (It is in the same dialog box to set the proofing language.)

This solution does NOT work, I tried it just now. I have an ENGLISH document (Word 2013) with all the correct settings for ENGLISH. When I type ANY new word I get the red underlining AS IF I have typed an ENGLISH word into a SPANISH or FRENCH document. When I right click the word ALL the suggestions are in FOREIGN languages, i.e. Spanish, French, etc. NOT English.
Why is this suddenly happening and what can be done to ACTUALLY correct this Word error?

I see you are not the original poster in this thread that was answered exactly a year ago. The solution worked for that poster. It works with problems of this description most of the time. It is a first step. Your problem may take more.
Select one of the properly spelled words that are showing as misspelled. Go to the proofing language under the Review tab (see above). What language is showing?
After you answer that question here, take some time and read
Mastering the Spelling Checker. While you will want to focus on Everything is Misspelled, I recommend reading the web page. Bookmark the page. The information in that page is something you will want to have at some time in the future.
The proofing language setting is NOT a document setting; it is NOT an application setting; it can be specific to an individual character. It is like Italic or Bold. It can be direct formatting, it can be applied through a paragraph or a character Style.
If you want, take a copy of a problem document with any proprietary or private information taken out, and post it on DropBox or some other cloud location and put a link to it here. I or someone else will take a look
