Winsock error code: 10060

Hi everyone, 

I am using Exchange Server 2013 CU7

In the smtp send connector i can see these many logs, please guide me troublshoot

Failed to connect. Winsock error code: 10060, Win32 error code: 10060, Error Message: 
A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond X.X.X.X:25" X.X.X.X is public ip

Try to telnet to the IP over port 25.  If that fails, and it probably will based on the error message, I would first check your firewall and make sure you allow output SMTP traffic from your mail server, then I would check your ISP and make sure they don't blcok smtp traffic on port 25.
