Windows 10 mobile version of Outlook.com email on a Windows 8.1 phone

  I am using my Windows 8.1 phone having a problem with outlook.com mail, and I have a Windows 10 phone that the same version of outlook.com mail works correctly.  On the Windows 8.1 phone, I tried to reply to email sent by the outlook team about my problem, however it came back as failed.  I have 3 email accounts, but only see 1 on the screen.  I tried tapping on the phone's screen in different areas where I might find where to add the accounts, but only a window popped up to send email.  I can't find where to switch between accounts too.

First of all, would it be possible for you to post that "failed" error message word for word, exactly as it appears to you?  As to your other two email accounts, they might not show up on your tile screen unless you pin them there.  They would, however. Appear in your All Apps list (swipe left).  To add these email accounts, tap the Settings tile, tap "Email+Accounts", and tap "Add an Account". When you finish adding them, they'll appear in the All App list.  To get them onto the tile screen, tap had hold each one in the Start list, then tap "Pin to Start".  You can then size and move each tile as you like.  As Steve indicates, this isn't the best forum for this question, it would be a much better fit in the Windows Phone Settings forum

I'm going from MSN.com, tape the mail ICON at top of the screen, opens Outlook.com ...Inbox.  If I tap on the

arrow down, that appears right after Outlook.com, it opens the options Outlook.com, One Drive, or Calendar.  Tapping Options near the bottom of the screen, Opens Junk email filter (standard) and forwarding (off)

Okay, I didn't realize you were using Internet Explorer to access Outlook.com on your Windows 8.1 phone instead of the native email app through Email+Accounts.  In this case, you'll have to sign out of whichever account you've logged in with and log back in with the account and password for one of your other Outlook.com accounts. There's no way to switch between accounts when using a web browser like there is with the native email service.

I signed out, but I'm only allowed to sign in with my Microsoft account, which puts me in the same place that I

was prior to signing out. I sent feedback that once in the Microsoft account, there needs to be away to select another 

email account and sign in on it.

Are the other two email accounts on Outlook.com?  How is all this set up on the Windows 10 phone you mention in your first post?

Windows 10 Insider.  Both on the Windows 10 phone and the PC running Windows 10 the accounts are set up in the Outlook.com app.

Indeed. The email app on Windows 10 and Windows Phone 10 is NOT "the Outlook.com app" it is the email app and can be used for virtually any email account, POP, IMAP, Outlook.com, Exchange Server, Google, Yahoo, you name it.  It is the same as using Email+Accounts on a Windows 8.1 phone and setting up individual accounts for each Outlook.com mailbox you have.  Create three accounts, it will give you three tiles, tap the one you want when you want it. There is nothing wrong with your 8.1 phone, it works differently than a Windows 10 phone.  The one thing you can do is link the Inboxes:
