When does attachment go on to the contents of email message instead of outside of message?

Occasionally I find attachment wouldn't go on to the top of the message as an actual attachment even though I follow exactly the same procedure, but it insists on staying inside of the message no matter what I do.  Why does it happen?

Hello

This generally happens when your format has been changed to Rich text format. And Rich text format supports inline attachments, and therefore displays the attachments in the message body. Whereas HTML and Plain text format do not support inline attachments and thus show attachment in a separate field. So in order to change the format, follow the below given instructions as per your Outlook version.

For Outlook 2007 & Below

Tools->Options->Mail Format (tab)

For Outlook 2010 & 2013

File->Options->Mail
