We can deploy certificate based authentication and combine with an Exchange ActiveSync policy to achieve your goal.

according this article, we can consider the Certificate and PIN of mobile as a two factor autintaciton but this good for Active Sync, But in my case i want apply this with OWA [Outlook Web Access ] & EAS [ Exchange Active Sync ].

If we can deploy Active Directory Federation Services (AD FS) 2.0, it means that Outlook Web App and EAC in Exchange 2013 SP1 can support multifactor authentication methods, such as certificate-based authentication, authentication or security tokens, and
fingerprint authentication.
